It seems the term soundtrack is likely a bit more vague in practice than your definition here. Soundtrack is entrenched as the term for music subordinate to another form, not necessarily original music. For example motion pictures.
I see in retail stores a "soundtrack" section which is a hodge podge of original and non-original music. I would just as likely find a piece of classical or rock music as a piece of film music. This category is almost ubiquitous, not just in stores. Film music proper lives in a "no mans land". Even large online retail outlets don't provide a category or search string that enables only film music proper. It is little wonder than many people have no idea what film music is. Maybe it is better this way.
