I would guess, since the title sequence is so much a standalone item at the beginning, that Don Record came up with the idea. This mention of Record, who seemed so ubiquitous in the 70's, prompted me to see what kind of Google presence there was for him and his work. Alas, not much--a fairly spartan listing at IMDB which notes his premature passing in 1980 at age 44, and a tribute page at the website of a female protege of his.

As to the RIO LOBO titles, they were, indeed, highly atypical for a Howark Hawks film and lent the film a touch of class. My own tastes in main title designs runs toward ones that somehow manage to transition into the opening shot in an organic fashion--as in the end of THE SATAN BUG main title where the vein pattern in the eyeball graphic does a match dissolve into an aerial view of the roadway with the truck going down it. I'm a sucker for that kind of thing.
